Sanctuary Care's Neighbourhood Resource Centres Win PFI Award
 

An imaginative scheme to provide three Neighbourhood Resource Centres for the older people of Greenwich has won a top award.

The new Resource Centres scooped ‘Best Operational Local Government Project’ in this year’s Public: Private Finance Awards at a special ceremony held at London’s Grosvenor Hotel on 23rd May.

The successful centres, which are managed by Sanctuary Care on behalf of Greenwich Council are the result of a consultation process which found that traditional residential care was unlikely to meet the local community’s future needs.

London Borough of Greenwich Council began work on its own model, the Neighbourhood Resource Centres (NRCs) to provide a range of residential, nursing, intermediate and day services on a single site, seven days a week. After a bidding process the council commissioned the ASK consortium (comprising Ashley Homes, which was subsequently acquired by Sanctuary Housing Group, and Kier Project Investments) to provide all three resource centres at a cost of £24m. All were delivered ahead of schedule.

Greenwich Council Cabinet Member for Health, Adults and Older People, Cllr David Grant, said the award was important recognition of the Council’s record in providing quality care for the borough’s older citizens.

“It is particularly pleasing to receive this award because it recognises that the health of many residents has actually improved through the public-private finance initiative,” Cllr Grant said.

The judges commented that they were impressed by the council’s positive view of the deal. The NRCs have experienced low death rates whilst the health of many residents has actually improved.

Says Steve Winter, Sanctuary Care’s head of business services: “This is an excellent example of how public/private finance initiatives can be both successful and cost effective.

“This award recognises the high quality of the care that the older residents of Greenwich are receiving from the council and Sanctuary whilst at the same time acknowledging the key role that the partnership played in this innovative development. We hope it will act as a model for others to follow.”
