Sanctuary Group has marked its progress at its flagship Chester development at The Parade with a ‘topping out’ ceremony to celebrate reaching the highest point of the building.

What is The Parade development?

The leading housing and care provider started construction on the £19.5 million regeneration project at The Parade in September 2013. The scheme is creating 62 affordable new homes, as well as enhancing the retail offer in Blacon, providing a new community centre, library and business support services. Avenue Services will also relocate to The Parade from its current Hatton Road office upon completion of the first phase of the development in the spring.

Topping out ceremony at The Parade development

To mark the topping out ceremony of The Parade and the new opportunities the development promises to bring to the local area, Sanctuary invited local councillors and a construction work placement on the scheme from the area along to The Parade to see its progress.

Construction apprentices at The Parade development

Thanks to Sanctuary’s partnership with contractor Rowlinson Constructions Ltd at The Parade, local people have been able to take up construction apprenticeships on the development, each one provided with an opportunity to learn a skilled trade, with paid employment and genuine long-term career prospects.

Craig Hopley was given an opportunity to work at The Parade in January of this year, after he was made redundant from his painting and decorating job. Craig, who has a four-year-old daughter, completed his GCSEs at Blacon High School and has learnt new skills alongside completing an NVQ Level 1 in Crane Signalling.

David Soothill, Sanctuary’s head of operations – Chester, said: “It’s fantastic to reach the topping out stage of our flagship Chester development, which will provide affordable new homes, local facilities and business support to help to regenerate this important part of Blacon. The redevelopment of The Parade is extremely positive for the local community and has created 11 vital apprentice and work placement opportunities throughout the construction process.”

Cllr Reggie Jones, Ward Councillor for Blacon, added: "The Parade development is a big boost for Blacon which is transforming the local landscape in a positive way; it is great to reach the topping out stage before Christmas. It is so very important to give apprenticeships and work placements to local young people, who are provided with an opportunity to develop their skills and learn new ones which will set them up for life.”

Craig Hopley, aged 22, of Rhuddlan Road, Blacon, said: “Working with Sanctuary has been a great opportunity which has changed my life and improved the lives of my family. I love working on site and learning new skills beyond painting and hope to work on further projects with Sanctuary in the future.”

First and second phases of The Parade development

The first phase of the development includes 36 one and two-bed apartments for over 55s, eight one-bed flats, 10 two-bed houses and eight three-bed houses. The second phase, which includes improvements to the shops along the East Parade and a new play area and public space, is due to be completed by the end of 2015.
